Since there are 2 for State you will have to find out who works more with immigration stuff. You'll also have to fill a form that they will ask you to fill to release information. Then he or she will talk to the USCIS agent that handles your case. It could work and it could not but you can at least try

Use humanitarian reasons. write in service request. attach all the documents which prove your second pregnancy. mention the stress and anxiety you both have and how it’s affecting you and your family (spouse and children) mention how it will become hard for wife to handle two kids alone also somehow he needs to get a denial from his workplace for holidays to visit Pakistan at time of delivery also he needs to have psychologists appointment and visit and discuss about the stress and anxiety he is having attach that after visit summary as a evidence. This will make your case stronger for expediting the process.
