Case processing priority is supposed to depend on filing date once your PD is current. So a newer PD with older filing date comes ahead when both are current. But TBH it all seems like luck. Whose case comes on top on a given day is a coin flip.

@Darwin D Little confused. How can a new PD have an old filing date? Did you mean the reverse?
