thanks @HP yes i did expedite on August 22nd. i got an email on monday that my request was under review. and today i got an update that my card is being produced :D

so I expedited twice. for the first request they did ask for evidence but after sending those i never heard back from them. so expedited second time after two weeks wait i got the email that the request was under review. and after two days i got approved
