you can contact USCIS through the website. there is a way to submit inquiry if it’s longer than 1 year

You can sue USCIS for a delayed case on your own, if you cannot afford an attorney, my friend did it for his delayed case, and got papers within 45 days. Do youtube search to learn more about it, and to get some help "writ of mandamus pro se"
