I don't understand plz easy method visa bulletin for interview outside USA or inside USA

this doesn’t matter to spousal visa does it

every visa category has a country cap. if the applications exceed that visa cap then the category goes in to retrogression. for example. person A is from India and applied for eb2 green card. person B is from Italy and applied for eb2 green card as well. there is a 7% visa cap on all countries. there are a lot more people from india that have applied for a eb2 green card as compared to Italy therefore the line for India increases. uscis cannot issue a green card to to every Indian that has applied because of the country cap rule. so now they have to wait in line while person B from Italy gets it fast because there are very few people in line from that country applying for a green card. this is when uscis issued a priority date based on your birth country and visa category. just think of it as your place in the line. that’s priority and that is what the visa bulletin shows and is updated every month. hope that helps

f2a is spouses and children below 21 years of green card holders. the date is current which means if your I-130 is approved you may get green card soon
