This can happen. A transfer of the H-4/H-4 EAD from Texas to Nebraska is not automatically a bad sign. USCIS premium processing is form-specific, the H-1B I-129 has a 15-business-day premium timeframe, while I-539 and I-765 have 30-business-day premium timeframes if premium processing properly applies to those requests. Also, the H-4 EAD may remain pending even after the H-1B is approved, each applicant is reviewed on their own specific case facts, USCIS will adjudicate the dependent-status and work-authorization adjudication and issue a decision once they have completed their review. I have email to premium processing email ,but I got generic reply as “ Thank you for contacting the Premium Processing mailbox. The Premium Processing e-mail service is limited only to customers who have submitted a request for Premium Processing service and have a valid receipt number for their case. Our records do not indicate that the dependent cases have a properly filed Form I-907 (Request for Premium Processing Service) and therefore cannot request Premium Processing e-mail service. Please call the USCIS Contact Center at 1-800-375-5283 regarding your inquiry or you may submit an e-request inquiry online. You can also monitor updates to your case using Case Status Online or through your USCIS Online Account.” but my attorney told they have done premium processing
