No, you cannot. Once you’re at the consular interview stage, you can request a transfer based on your nationality and current residency.

You have to wait until USCIS approves. All of that is done State-side. Once approved, it will be sent to your embassy. If you live somewhere else other than your birth country now, you can request it be transferred to that embassy once NVC gets your paperwork.
