ok so I apply for 130 for my wife she just got approved and still oversea so I don't need to apply for this just wait to have access to pay for her visa

Awesome if she already approved National visa center will send you a welcome letter to instruct you but still file I-485 now with I-130 at the same time

they sent me a letter to day said that that's she's approved but on that letter mention I 485 and also I 824 base my research it seem like to apply for I 485 the person have to be in usa already and my wife is not here yet

National visa center will send you they own letter with an ID and LOGIN so you can summit your documents and pay for your visa application form. I-485 form you can do it either way okay

okay so can I wait when they send me that letter than I do it than or just doit right now and what's the fees for this form

If your wife is not in the US, you should not be doing an I-485 for her. Please read the Welcome letter again to make sure that it's just making mention of form and not actually telling you that you need to do the form. Sometimes the letter include general info on things not relating to your case. Just for informational purposes.

Also, a Welcome Letter comes after NVC processes and approves your fees, affidavit of support form, IV form and civil documents. Once all of those are posted in your NVC account, then you wait for approval ( documentarily qualified) and Welcome Letter.

you're welcome. if everything is going smoothly then they usually take up to 60 days. some cases do take longer though. so, it all depends on the case.
