you may want to reach out your old local post office and/or local distribution center and explain the situation. They should help you out in such situation.

yes the same case with me too I called post master and then they delivered to me

make and usps for informed delivery there you can see everything is coming to your mail soon, if you already made the change of address and paid to change it on usps you should received a letter with a code to confirm. after that all your mail meant to be delivered to your old address will be delivery to your new address with a yellow sticker outside with your new address also don’t forget to put your names on the mail box because usps had been acting up when they have to delivery something from uscis or irs

I called him and asked about my card he told me that we have your card since 10 days and we told Uscis that we have not her address so Uscis asked the post master to return my card to them but when I requested him and confirm my address then he agreed to deliver it at my new address
