data here is number of people who filed I-130, or should I say number of I-130 applications filed, and how long it took in each case. USCIS use those numbers to project about how long it may take for each petition. it is not sure how many of them they need for a processing time prediction but it seems they don't have enough. at least, that's what the paragraph hints at.

because its said that the processing we be done started at Oct7 till Dec5 2021 .. but today it said that they need more datee .. i just want to know any clue about my processing time my case its filled Oct 21 2017 ?

I don't know what else to tell you, Vito. you can also call them or ask Emma. USCIS has recently changed the way they predict processing times. that's across all forms and some forms might show that paragraph for a while until everything is updated correctly. that sounds very plausible.
