i130 was approved before. same situation for us 3 months passed after sending naturalization certificate and cover letter but they never upgraded or did anything. in the end it took so many calls to Uscis and eventually spoke to tier 2 officer who sent an inquiry to the field office. at the same time I also had a congressional senate inquiry and they notified Uscis too. I’m pretty sure it was the tier 2 officer that ultimately helped and not the congressional office . if u don’t have confirmation it means the case is not with your field office but with nbc. ask Emma is your case is with the field office. when priority date is not current for F2A they send the case to nbc. in my case they had to send it back from nbc to field office. the field office confirmed that they requested to transfer the case back from nbc once tier 2 officer inquired.
