It is called “Mandamus” lawsuit. You can hire a lawyer for it or you can do it yourself also . But i suggest you to hire a lawyer for it .

I filed for a gc on 02/07/2019 with no response, filed a mandamus on May 2,2024 and had an interview with an immigration officer on 07/31/2024 and waiting for a decision.

@Only God that's not 100% accurate. the Mandamus is a legal step and it requires lawyers to file them for you. @charlie , Jim at Hacking Immigration Law goes live on YouTube almost everyday. You can ask your questions live or you can reach out to him by email to ask your questions. a Google search will return the information you need to reach him. You want a lawyer if you're going to sue USCIS, trust me.
