Yeah that exact wording is very standard, a lot of people get the same “preliminary review completed and transferred” message. It just means your file passed the initial check and is being moved to another office to continue processing.
It’s not a bad sign at all, mostly just workload balancing or sending it to a field office for final steps. After this, people usually either get an interview scheduled or see approval later, so it’s just part of the normal flow.
