485 and 765 should not be in the Vermont center. maybe that is what causing delay, since they are not in the correct processing center. I would write a letter to Vermont Service Center, explaining, that 485 and 765 are outside of processing time, apply approval notice for both 130 and 360 and better yet: go to layer to get the correct answers since all of us here are just guessing and you should know for sure. good luck!

my 485 and 765 were under National benefits center, they usually begin with MSC, followed by numbers. were as 360 begins with with EAC for Vermont
