What is the difference between employment based and employment based preference tables in the visa bulletin, and EB2-NIW follows which table?

EB2 NIW falls under EB2. So that is section of both charts you should review. The first chart (final action) tells you what applications can be issued green cards. So if it says July 15, 2022, it means that EB2 applications with priority dates before July 15,2022 can be issued green cards if their applications are approved. The second chart (filing) was initially an estimate for the priority date applications that DOS thought would get green cards in the fiscal year. So if the date is Jan 1, 2023, it means that DOS thinks that they will have enough green cards (for the fiscal year) for applicants with priority dates prior to Jan 1, 2023 Each month, DOS also tells us what table they will be using for accepting new applications. If they use the first table, then you cannot submit your application unless your priority date is earlier than the date in the final action table. If they use the second one then you use the date in that table. For the months of November and December, they are using the second table (filing table).
