Over 4 years seems outside any normal processing times. Is visa current and available? If yes, you may file mandamus, do youtube search "writ of mandamus pro se"

well the date for filling is Oct 22 2015 which is so far away. I just thought it would be faster since my parent is a us citizen. I wish there was something I could do in the meantime
