Waiting for NVC to receive files from USCIS and the Welcome Letter
I've been waiting for more than 5 months for the National Visa Center (NVC) to receive my case from USCIS and for the Welcome Letter afterwards.
Is anyone else experiencing the same situation?

It's very abnormal after your I140 is approved. You can request for assistance with CIS Ombudsman's office. https://www.dhs.gov/case-assistance

you can register complain to the higher officials through emma chat if the representative is good then he will go through.
otherwise dont wait and register your complain to Ombudsman.
