Visiting visa while petition is in progress
Hello. I am a citizen, and I am petitioning my brother to come to this country. I want to know if while the petition is pending my brother could apply for a B1/B/2 visa to visit the country. I know the petition may take for ever befa decision is made.

immigrant intent Vs Non immigrant intent
B1/B2 is a non immigrant intent visa while your ongoing petition for him (although not specified in your post) is for an immigrant intent
so the Visa Officer may have issue giving such B1/B2 visa
