Is the visa cap based on country of birth or Field office quotas? My birth country is Nepal and already my case is paused being visa unavailable

Based on September visa. bulletin your category which is ROW (Rest of the World) doesn’t show visa unavailable.
it is just showing old update on the account.
the Visa cut off date is 01 April 2022
we just need to wait our turn

my case was updated on sep 3rd Rfe submitted on july 3rd. Rfe had suppliment J and medical and supplimenT J approved on sep 3rd as well

Yes. Updated a week ago. Still not sure why that is being paused cause I am still seeing a lot of applicants from nepal getting approval even in september

Visa cut off date is 01 april 22 but my pd is august 10 2021 and still got paused
