They're processing end of July cases right now, so you should have been approved. Unfortunately, some cases take longer background checks on the petitioner. Anyhow, you're very close to 15.5 months. Once you hit that 15.5 months, the petitioner (the US citizen) can contact their local congressman and ask them to contact USCIS for an enquiry on your behalf, as 15.5 months is the timeframe posted officially on USCIS for 'normal' processing times. Anything beyond that, your local congress office will/should be willing to step in and help.
