I think it’s because the new policy, before people who got approved but had to wait was given deferred action, which they could they could get a work permit and SSN but now they don’t get that no more unfortunately.

No Automatic Grant: Under current USCIS policy effective May 10, 2026, USCIS no longer automatically reviews or grants deferred action for approved Form I-360 petitions when a visa is unavailable.
