unfortunately the date is not inclusive. your PD would have been current if final action date was July 9.

actually it’s stated to use Filing chart, instead of Final action date chart, for employment categories so you should be good.

The filing chart is a guide when to file. The final action chart is what gives you the visa number for the green card.

@Nicolas Gougain no, it happened that my PD was exactly the same as the final action date published at the visa bulletin for October
