yes my case was California service center also and I was told to send it to Texas... if you intend to mail it then you have to mail it to the Texas address the gave you. But if you have online just respond online and upload your documents. That's what I did and that faster

you can also do that... its faster that way... it took like 10 days to after responded online to approve my case

definitely do it online. i sent it by mail and never got a response after like 10 days so i decided to submit online as well and I got a reply the next day

Got the same approval notice.. it's an error from uscis. Try contacting uscis to get it sent to nvc.

@Z J I did contact USCIS and they said I shouldn't worry about it. Was yours sent to NVC?

@Josh does your approval have to same message that it will be retained? Or was it sent to NVC

mine also said it was being retained but I consulted a lawyer and told me this is a mistake from USCIS and that i should send them a message through the portal which I did. that same day it was being reviewed again and then it got approved but this time it was being sent to nvc

I'm kind of suprise @josh between I personally spoke with USCIS over phone and they said I should not worry about it that my case is on the process of been transferred to NVC. This was actually last week Thursday.

@Be patient and calm well when i got my first approval letter it said it was being retained. when i read i had to file some application (i forgot the form number) and it would take up to a year i think, so i decided to consult a lawyer. the lawyer revised my i130 and read the approval letter and he said that the USCIS made a mistake. so he told me to message USCIS through the portal stating the mistake. i did and then i saw my case being reviewed again and in an hour it got approved but this time saying it was getting transferred to NVC

@Z J mine was texas service center. they take long to answer bc during the whole process of my i130 i had sent two messages and they took like 2-3 weeks to answer so I was surprised they answered quickly when I messaged them about the error in the approval letter

it's been almost a month for me too...i found out that there was a manual transmission to nvc for my case but no new notice or approval. we'll see..

no mine was at vermont service center. yes called several times and made several e-requests. some requests were to the vsc specifically.

only 1 response from vsc. they said that they don't have my case since it was sent. called again today to confirm and they said there was a manual transmission.

that's what they said but I haven't heard from nvc yet. i'll update if anything changes..

@be patient and calm..that's what i thought too but only recently they were able to tell me that it was transferred. they couldn't see that it was before so im not exactly sure..

suprisely I haven't gotten any reply... I don't why USCIS is doing this. I got the retained notice but I indicated in my application that my beneficiary would apply for immigrant visa abroad... I think you need to contact a lawyer immediately....
