The number of visas available every year in some categories, such as F2As, is established by U.S. law, and we cannot issue more visas than are available. Because the current demand for F2A visas worldwide exceeds the availability of visas in this category, the Department of State will not be able to issue as many F2A visas as soon as we had expected. Specifically, from April 1 until further notice, we will not be able to issue applicants whose priority date is on or after September 20, 2020. This slowdown in visa ability, or retrogression, which happens sometimes, means that your case will be delayed.

I'm sorry that USCIS is not processing your case. You can sue USCIS on your own, and much cheaper, my friend did it for his delayed case, and got papers within 45 days. Youtube "writ of mandamus pro se" there is a channel Immigration Aid helping people.
