can we sue the embassy for not issuing appointments for when our priority date was current and we were DQ for almost year and the PD was always current now it went all the way to oct 2017.

You can sue USCIS on your own, my friend did it for his delayed case, and got papers within 45 days. Youtube "writ of mandamus pro se"
