E. Employment-based visa availability for FY-2024
Final action dates across most employment-based visa categories have advanced, reflecting new visa numbers available for FY-2024. Date advancements reflect an intention to keep visa issuance within quarterly limits in accordance with INA sections 201(a)(2) and 203(g), with potential date advancements throughout the fiscal year. However, actual date movements will be dependent on visa demand and issuance patterns throughout FY-2024.
Can somebody explain or predict for the future should be ? I was disappointed and no hope at all

No one can predict future bulletins. But EB2 and EB3 ROW applicants need to breathe. The dates are more likely to move forward than back. USCIS is taking a conservative approach given the backlog this year. There is no way all of EB2 visas are only available for PDs prior to July 8, 2022 and EB3 for PDs prior to Dec 1, 2021 (if they were they would have said so in the FAQs) for FY24. They were able to move (to some degree) India and China because they already have a lot of applications pending for for these countries. they don’t have many I-485 applications for eb2 and eb3 perm applicants after July 1, 2022 because the final action dates retrogressed prior to when their perm were approved.
In short, the dates will prob move forward. But it may not happen until the Dec/Jan visa bulletin (I am not saying there will not be movement in November)
