F4 visa takes anywhere from 10-15 years

check USCIS visa bulletin....they are processing January 2006

I always read they take longer with countries like the Philippines, mexico,India & China and brother sister has to do with waiting time.takes longer then other family members. good luck don't give up .you already waiting for a long time.eventually it will come
