249 days is approximately 8 months, NBC is currently processing I-765 applications between 8.5 months to 12 months. You can go ahead and file the e-request, but I am almost sure you are going to get a generic response because its not yet outside the expected time window.
Personally I would wait a little longer, maybe until about 10 months, if nothing happens I would then create the e-request and if they give a generic response, compose a letter to your senator or congressman explaining your personal, financial situation and how this delay is affecting you and your family, because of the inability to work. They can't get USCIS to approve your case, but they can request a response from them USCIS asking why is your case taking so long. All things being equal, that request will should shed some light on your file and promt some urgency on your case.

Is a job offer letter good enough for them to fasten the case
