yes IOE receipt is for Vermont service center

mine also IOE and my NOA1 said it was in Nebraska then I talked to live agent it was being transferred to California after months.

IOE is aa digitally filed application that said, any service center can proses it because it's mostly dealt with online and not on paper, so if on your notice it says vermont then it means it was sent from vermont
