My case was originally at Nebraska and everything was moving very fast, sent me an RFE within 3/4 months of application, I responded and it immediately changed to “actively reviewed”. But few days ago, I chatted live agent and they said it’s been moved to Vermont. Does it mean I’d have to wait for longer again, or they’ll continue from where they stopped at Nebraska

it doesn't matter. USCIS picks for you and every case is different. a service center might be slow for one individual and faster for another one.
