Does the waiver of inadmissibility apply when they were illegally in the country for more than 90 days, or do they also request it if they were in the country illegally for less than 90 days?

I’m sorry if I’m not much help but I had to do that I-601 waiver of grounds of inadmissibility when I came to my Mexico appt in ciudad Juárez, until then I didn’t know about this waiver, my lawyer never told me either, I had to do it though because I was in the US more than 365 days I guess (even though I had already done the I-601A and had it approved) and because they wanted me to prove some other stuff. i had also been in the US since I was months old (I’m in my early 30s now) so idk if that waiver of inadmissibility was for that too but I thought the I-601A had covered that part.
