yes u can. I was told it’s much faster when u are a citizen but now everything is slow. Now with citizen it take close to two years depending your case and also the service center where your case is going depending on where u live.

As I Know, you can’t do a petition for your parent being a permanent resident, you need to be citizen to do it! @Sherr Richards

yes u guys are right. I remember I filled with green card and uscis returned everything back to me. U can only file for children ,or husband or wife with green card.
