Once your i-130 is approved, USCIS will send your approval to NVC.
You will get a welcome letter from NVC with a case ID # and Invoice ID#.
You will need to pay the fees first before moving to next step.
Once fees are approved you can Then start with application DS-260 and you will need to submit all necessary documents such as IRS income tax, IRS income transcripts, w2, 1099, police record, citizenship or GC proof, and many more documents.
The good thing you can see online what documents you need. NVC will also message you with missing documents.
