PD: NOV 2021 Case moved back to NBC from local FO

Case was at Local FO, and today Emma live agent told me that my case is currently at NBC. (No interview yet). PD Nov 2021. What does this mean?

Same here. My case was also transferred from San Diego to NBC last month, and No update until now

I asked again later today, and another agent said it is still local fo. Strange that they have different answers
