your dad will receive a letter from USCIS asking to file i485 or send documents to NVC. post that, once your filing date becomes current, you can send the documents to USCIS.

you can file I-485, I-131, and I-765 once your PD is current on visa bulletin. Do not file before it got current or else it’ll be rejected.
