Your husband is always a main sponsor. It does not matter how much he is making. If he is making less than required then you need a cosponsor. so in your case, you have to send your husband as a sponsor and father-in-law as a cosponsor.

@Travis Troutt I saw a girl on YouTube saying that her only sponsor was her father-in-law, same situation, because her husband was in Brazil. But it was not clear which documents each person would need to fill out and send.

that is correct! Your father in law will only fill out i-864a if he is a house hold member, if not he also fills out i-864.
