This is about religious immigration and applies to individuals on an R-1 visa. Normally, before reaching the maximum R-1 visa period of five years, a person must either have their green card approved or leave the United States. If they leave, they are required to stay outside the U.S. for one year before they can apply for an R-1 visa again. The regulation regarding this requirement has recently been changed.
