Fortunately you have California service center, so you will get answer before most people, max 3.5 months from what I hear, probably sooner though

file a new i130. i824 wait time is unpredictable and longer than the i130. getting your i130 approved from CA sc doesn't mean when you apply for i824 it will go to ca sc.
