LPR apply for parents and siblings
Can I file I130 before becoming a citizen and suit my citizenship proof later? I'm only a green card holder and won't be eligible for citizenship until 2024

@Gwen, am not sure ion is correct about that… once you fill i130 correctly with right signatures and pay right fees, uscis accepts the application but they don’t actively review.. once it’s time to review they would either use evidence you supplied at time of filing or issue an rfe if required … now if you have become a citizen and send that information, there is no guarantee it will be approved since you were not a citizen when you filed otherwise everyone would do that. the requirement is quite clear and it states you must be a citizen and over 18 to file for parents or married adult children .
you should consult a lawyer for something as important as this

Fola A is very correct. As an LPR, you can only file for your immediate families- wife and children
