Do you have access to your personal account on the uscis website? Have you contacted state senator? (they have special forms for that on their website). you should use all methods to find out what's going on with the case

My case was at Vermont too (G.C holder) and it was approved 28 Feb 2023.
I conntacted the senator because I was waiting for 38 months already and for a week I got my case approved.
You should too contact the senator or at least make an expedite request.
Don’t waste any time.

This is insane. You are a citizen, as you state, it shouldn't take that long. You can sue USCIS for a delayed case on your own, you will get a decision within 60 days. Do youtube search to learn more about it, and to get assistance with it "Writ of Mandamus Pro Se"
