Immigration Process

I applied for asylum few years back and at the time I have agreed with my lawyer that I will pay a portion of the money when applying and the remaining after the interview 

Few years passed and I have decided now to withdraw my asylum. I have never gotten an interview. 
I asked the lawyer to withdraw the asylum and now he is asking me to pay him the remaining of the money even though I never had the interview 

Is that normal ? What should I do ?
