No need to worry about switching. you can switch easily from L1a to H1b and apply 485 when it becomes current. I did the same. nothing to worry.

its better you switch to H1(need to go through lottery) as it may take 3 or 4 years for EB1 2023 PD to become current for India

@Vijayakumar Sathyamangalam Palanisamy how about switching to gc ead from L1A instead of H1b ? so that you can stay and continue on ead with every 2 or 5 years renewals

its not a transfer, its new petition for H1B and it will be in cap as you never had H1B prior (based on my understanding).

as others mentioned, you need to go through lottery process for h1b.. waiting for GC EAD would take time if your PD is in late 2023. it may take time for it to become current.
