they said 16 month but the last month I have someone who get approved in 4 months so I did mine despite having sent the i130 six months ago

I am not aware of anyone who got it, usually they get the I-130 approved before the K3. I did apply for the K3 and it said waiting time 1 year for Texas center but my I-130 got approved so it is no longer required. So to answer you question based on all what I have seen if you submitted the I-130 and I-129F K3 at the same time and they are at the same service center you most probably will get the I-130 approval
