Its been now 2 years since my brother living in USA filled the I130 form (online fill), and case being actively reviewed, is there anyone still waiting since 2021 ?
Also i dont understand what is the vise bulletin and is it related with my case for example ?

yes visa billuent is related to ur case, so from visa bulletin u can figure out when they sould process ur case depend on the priority date of ur case which is in the recipet notice that have been sent by the uscis after u submit the form
