is there a case that I-290b never decided?
I filed I-290b six months ago. A receipt status never changes. how long does it takes? is there a case that it is never decided forever?

that's very unlikely. You can check USCIS for estimated timeframes. It really depends on the petition that got unfavorable decision but 6 months is typically within normal processing time frame.
