Is moving to ELIS a next step?
Recently one of my relatives got an update on their I-130 stating that their case was moved to ELIS. Is it the next step? Do all cases ultimately move to ELIS before their approval or rejection?

@Ahmad Jan
all old paper base cases r being moved to ELIS by USCIS, the wait time remains the same, with no change .. our case was moved to ELIS one year back... PD is June 2014.. so inshort moving to ELIS doesn't count as a step rather than USCIS moving from paper/manual processing to electronic/digi processing

I know someone whose PD is 2 years later than mine. His application was moved to ELIS recently but mine stands where it was. I want to know how they move a case to ELIS. Is it based on the submission date or any other factors?

@Ahmad Jan bro all that matters is your PD, the rest I won't be worried about, as they will move all the petitions to ELIS sooner or later, but looking at the current backlog we got many years of wait time...
