Is it possible for ds-260 to be submitted even if out of filing date?

I am in the process of paying visa fee stage. After I pay the fee, ceac will open the ds260 page for me to write relevant infomation. is It possible for ds260 to be document qualified? I know It can not be processes after P4 because visa bulletin is closed. I just wonder if I submit my ds260 although out of filing date so that my ds260 is dq before P4 My pd is April.2022
