I'm an F1 student and have pending PERM which means LC not yet been approved. I'm in my home country right now and have to renew my visa. will the pending PERM status affect the renewal process?

@thi hoang You can do the renewal. PERM is processed by DOL. The Consulate/Embassy or USCIS or CPB did not have your PERM data yet.

i am not sure if they issue you a visa cause your intention is immigrant ...
dnt mentione that you have applied perm then you shoudl be fine
