You are going to include whatever USCIS is asking of you. Then, you are going to add your RFE letter to whatever you’re sending.

@Jessica V thanks for the information, but in the letter at the bottom last part it’s highlighted to put a coversheet untop with the letter and then the documents requested. So I’m just double checking to be sure if that’s how they request it from everyone..

@Spencer 💛Simple. You will add the evidence (whatever they are asking of you), then do a cover letter on top (so, you just write what the evidence is), and then attach the RFE letter.
