Yes definitely !!! your petition will get upgraded, citizens don’t wait for a visa number to be available when at the NVC stage. Make sure you contact USCIS and let them know. I became a citizen 4 months after I started my husbands and 3 months later I was upgrade my whole process at USCIS was 10 months.
